Tenants’ & Users’ Liability Insurance Policy – TULIP

Tenants’ & Users’ Liability Insurance Policy (TULIP) is designed to provide low cost general liability insurance to third party users of Boise State University facilities.

TULIP provides special event liability coverage to cover “third parties” to use university facilities for specific events. e.g. weddings, business meetings, civic club meetings, dances, concerts, etc. TULIP Brochure Facility User Guide 2012

TULIP protects both the third party and the university against claims by others who may be injured or lose property as a result of participating in an event.

Events may range from very low risk events such as classroom seminars, receptions, or weddings to higher risk events including festivals and fairs, sports events, or rock concerts.

How does it work?

Costs are based upon the risk of the activity, the number of days of the activity, the number of participants, and if there are any special requirements, including alcohol liability, participant coverage, etc.

External Users (third parties with no relation to the university, and no university financial support) who need insurance will be directed to the Purchase Insurance website by the Boise State University Risk Management office. They will need to log in, complete an application form, and pay by credit card for their coverage. Upon completion of the transaction, they will receive via e-mail a copy of their application and a binder of coverage. Boise State University Risk Management office and the events office will each receive a copy of the application (describes the event) and a certificate of insurance. The events office is responsible for checking the application against the agreement for facilities use to verify that the correct information was provided.For assistance, please contact the Boise State Risk Management office at 426-3636

Internal Users are typically student programs or events that involve a third party but which are “sponsored” by the university. For example, the International Students’ Union holds an International Food Fair, or the History Department sponsors the Civil War Historians Association’s Annual Conference. There MUST be a third party user, vendor(s), or performer(s) to qualify. The university should generally not be the policy holder, except to register events that are exclusively exhibitions, sales events, or performances that have no other third party organizer and to arrange for coverage for the exhibitors, vendors, and performers under the TULIP. The Third Party will log on at the Purchase Insurance website, using the third party’s name and the Internal User Code and complete an application. To complete the transaction, the university may be able to select (depending on the parameters set by the risk management office) one of two payment options:

  1. pay with purchase (credit) card or
  2. bill to the Institutional account.

Upon completion of the transaction, Boise State University Risk Management office and the events office will each receive a copy of the application (describes the event) and a certificate of insurance. The events office will also receive an invoice if the transaction is “bill to account.” The events office is responsible for checking the application against the agreement for facilities use to verify that the correct information was provided. For all events, the university will be named as Additional Insured.

Low risk events will be automatically underwritten, and users should be able to complete their transaction in one web session if they pay by credit card or have authorization to bill to the university account. If they do not pay by credit card or bill to an account, their application will be held until payment is received.

High risk activities (those not listed in the drop down boxes) must have an application filed by fax. These events are individually underwritten. You must allow at least 10 days from the date your complete application is received for a quote. If your online or hard copy application is not complete, there may be additional delays.

  1. I don’t see my type of event in the drop down boxes. What should I do?

  3. What about events that are held next to the campus but not on property owned by the university?
    For example, the municipal center next to our campus uses our parking for overflow for events there. They want us to be responsible for arrangements with third parties using the parking.
    No, not covered. Arrange a contract with the municipality to cover losses arising out of events that they authorize, but make the responsibility theirs by extension
  4. What about a private residence or other facility that is used for an alumni event?
    The Alumni Association is either insured as an operation of the university or has its own insurance as an independent organization. In either case, it would have no need to access TULIP. The university policy or association policy would issue a certificate. You cannot use TULIP to cover university risks.
